How to send email notification to some email addresses in program canvas

In a program canvas, we would need to send and email to some email boxes, when a contact meets some requirements.

For us the form processing step "Send Notification Email" via "Form Submit" app is not an option, because it is traced in the contact's activity log.

As a workaround we are using the program builder action: "Send Process Member Report to Owner", but it requires the email address belongs to an Eloqua user.

We are evaluating the "custom object record services", even if the idea to create a custom object just to send email notification does not make us happy.
