Why can a supplier respond in 'Preview' status?

Some of our users have raised concerns after noticing that suppliers are able to respond to negotiations that are still in 'Preview' status. Their understanding is that a negotiation in 'Preview' should be strictly informational and not yet available for supplier interaction.

We understand that responses submitted during the 'Preview' phase are considered prebids. However, there is uncertainty among users about whether these prebids will be converted into official responses once the negotiation is published.

• Are there specific use cases where this is intended or beneficial?
• Will pre-offers submitted during the 'Preview' phase be automatically carried over as official responses?
