Provide options to customize OBI home page

Use Case and Business Need

Have settings available to administrators so we can customize the 'look and feel' of OBI.  This can include: 

• Add company logo
• Change color scheme
• Ability to add/remove content or blocks from the OBI home page (i.e. add announcement banners, remove the Browse/Manage and Get Started blocks)

This will allow us to streamline OBI with our other applications and only include information that our end users need.
